First, you should check your BlueCAD version:
start your BlueCAD, then you can see the version number on the title bar, for instance BlueCAD V.1.009.
Last version is 1.010 for Windows 95/98/NT and OS/2 Warp.
If your version is a previous one, upgrade it here:

Warning: Upgrading from version 1.008 for Windows, upgrade installation program could wrongly report that BlueCAD 1.0 is not installed on your computer, whereas it is installed.
You need to open, with any text editor, the file Eng_inst.dat and modify the second row
HKEY_LOCAL_MACHINE,SOFTWARE\CadWare\BlueCAD\1.0\MNU,ROOTDIR
to
HKEY_LOCAL_MACHINE,SOFTWARE\CadWare\BlueCAD\1.0\BLUECAD,ROOTDIR
then run Eng_inst.exe again.
